There are many excellent points here, however, the salient challenge  
is getting a bill through a committee where the Chair opposes it.   
Having a majority of votes in committee won't do it, unless the Chair  
(1) assigns it to a supportive subcommittee and (2) makes sure it's  
reported and scheduled for committee debate.  A committee chair will  
not allow him/herself to get "rolled" in the committee he/she  
controls.   The positive persuasion point may be the fact that Mertz  
is a former Supervisor; maybe, if she's approached from a "Please help  
county governments and local farmers and homeowners solve this  
problem..." she will listen.  She knows, of course, that it's a  
flashpoint all across rural Iowa.  If at the right moment Fraise and  
her friend Jack Kibbe could also weigh in, that might help her change  
her mind.
