I know water quality was/is a priority for Gov. Vilsack.  I know the Iowa
Environmental Council played a key role in moving the bill forward.
However, the bill that was "written" by Senator Bartz, as I understand it,
was (or in very similar form) on the ALEC website.  I think Lyle Krewson
first pointed this out and later Linda Appelgate of the IEC noted it at our
meetings.  Lyle can correct me if I'm wrong.  Senator Bartz wrote an op-ed
about his (this) bill that was printed in the Des Moines Register at that
time.

Yes, you and others in the House did put up a superb battle to improve the
bill.
