86 COUNTIES ADOPT MASTER MATRIX TO OVERSEE LOCATIONS OF ANIMAL
CONFINEMENTS

DES MOINES - The final count of 86 Iowa counties formally adopting a
resolution to use the master matrix remains about the same for 2005 as
it was in 2003 and 2004.

Counties use the master matrix to evaluate proposed locations of animal
confinements that are required to apply for construction permits.

Allamakee County adopted the resolution for the first time in 2005.

The complete list of counties that have adopted a resolution follows:

Adair, Adams, Allamakee, Appanoose, Audubon, Benton, Black Hawk, Boone,
Bremer, Buchanan, Buena Vista, Butler, Calhoun, Carroll, Cass, Cedar,
Cerro Gordo, Chickasaw, Cherokee, Clarke, Clay, Clinton, Crawford,
Dallas, Davis, Delaware, Des Moines, Dickinson, Dubuque, Emmet, Fayette,
Floyd, Franklin, Greene, Grundy, Guthrie, Hamilton, Hancock, Hardin,
Harrison, Henry, Howard, Humboldt, Ida, Jackson, Jasper,
Jefferson, Johnson, Jones, Keokuk, Kossuth, Linn, Louisa, Lucas, Lyon,
Madison, Marion, Mills, Mitchell, Monona, Monroe, Montgomery, Muscatine,
O'Brien, Osceola, Page, Palo Alto, Pocahontas, Polk, Pottawattamie,
Poweshiek, Ringgold, Sac,  Scott, Sioux, Story, Tama, Taylor, Union, Van
Buren, Wayne, Webster, Winnebago, Winneshiek, Worth and Wright.

Counties can use the master matrix to evaluate the potential
environmental and social impacts of confinement operations that need a
construction permit before building, expanding or modifying the
operation.

Before producers in participating counties can be approved for
construction, they must earn points on the master matrix for choosing
sites and using practices that reduce adverse impacts on the environment
and the community.

A copy of the master matrix is available on the DNR Web site at
www.iowadnr.com under animal feeding operations.

For participating counties, the resolution is in effect during the
remainder of 2005 and during January of 2006, but the county must
evaluate the master matrix for all confinements that are required to
submit construction permits.
