 SPECIAL ACTION REQUEST FROM SENATOR BARBARA BOXER

 Senator Boxer has asked us to pull out all the stops to help her stop the
 Quincy Library Logging bill one more time.  Although we have slowed the
 progress of S. 1028 many times, including just a week ago when we worked
with
 Boxer to turn back efforts to attach it as a rider to Agriculture
 Appropriations, the dreaded bill is still kicking.  Senator Boxer has
alerted
 us that powerful lawmakers are trying to attach it to the Interior
 Appropriations bill before that bill gets rolled into a gigantic catch-all
 spending bill.  Negotiations are going on *right now* on this bill!
Please
 call as soon as possible, in the next day or two.

 Senator Boxer asks that all conservationists make a call to the White
House
 and urge that they
 "Please stop the anti-environmental riders on the Interior Appropriations
 bill.  And stop the Quincy Library Group logging bill."

 White House Chief of Staff Erskine Bowles will be a key player in these
 decisions, so try calling his office to express your opinion.  They may
bump
 you to the official comment line tape, but they will have heard your
message.

 Below are talking points on the bill:

 * The bill sets a terrible precedent for National Forest management.  It
was
 created by a self-appointed group of people in the town of Quincy, who
 ignored input from other people who live around the same forests.

 * The volume of logging under this bill would double from current levels.
 More damaging roadbuilding -- an estimated 117 miles of new roads -- will
 occur, threatening drinking water supplies.  New scientific analysis shows
 that nearly one quarter of a million acres of the last key remaining
ancient
 forest areas outside California's National Parks would be available for
 increased logging under the proposed legislation.

 * The Quincy bill makes a travesty of the National Environmental Policy
Act
 (NEPA) by saying that the Quincy logging plan should be implemented
 regardless of the outcome of an Environmental Impact Study.

 * The bill provides a huge subsidy to one giant timber corporation, Sierra
 Pacific Industries.  This company dominates timber sales on National
Forests
 in the Sierra Nevada and would be the primary beneficiary of the doubled
 logging levels.
