SPECIAL PANEL SUPPORTS LOW FLOWS:  "In a surprising setback" to special
interests, a USFWS panel specially chosen by the Bush administration,
"affirmed the need" for more natural flows, i.e. lower flows, on the
Missouri River to "ensure the survival of the endangered pallid
sturgeon" says the Grand Forks Herald, AP 12/18.  The new biological
opinion "represents the agency's final word on what must be done to
trigger spawning and maintain a survival habitat for young sturgeon,"
and the required flow levels would be too low to support barge traffic
on the Missouri.  Although "the full impact of the findings was not
immediately clear," the Army Corps of Engineers responded that it will
use the bi op "to update river operations that have been virtually
unchanged for more than four decades."
