This is to be a national-grassroots initiative.  It will organized as  
a sub-committee of the Political Committee.  You may recall that SCPC  
set out on this path 2 years ago, and then sort of left the matter  
hanging--and not without some justification, maybe, since the  
Republicans still controlled Congress.  But NOW with the game changed,  
SCPC is promising to follow through and support an ongoing effort.   
State implementation efforts will be a vital part of the strategy (so  
long as I have something to say about it).
