Daschle's energy staffer has said that the threat to attach Arctic drilling
to just about anything that goes to the floor is enormous.

This was only the first of what will be many attempts to open up the
Arctic to oil drilling in the weeks to come, all cynically trying to
link national security and Arctic oil.  Threats made last week by
Sens. Inhofe and Murkowski (R-AK) to attach energy legislation,
including the Arctic drilling provision, to every piece of legislation
that comes before the Senate are still very much alive.

And immediately after the cloture vote, Interior Secretary Gale Norton
and Energy Secretary Spencer Abraham joined the Teamsters Union in a
news conference to call for quick passage of energy legislation that
would open the Arctic to drilling.
