Letter-to-the-editor sent in response to an Alliant Energy spokesperson's
comments about environmental groups.


Dear Editor,

 A comment by an Alliant Energy spokesperson on WHO radio regarding the
position of environmental groups on development of new electric
generation facilities prompted me to write a response.  The spokesperson
stated in essence that environmental organizations would not support the
construction of any new electric generation plants.  Environmental and
conservation groups do recognize the need for new electric generation in
Iowa.

 In my discussions with representatives of other environmental and
conservation groups, the overriding concern is that Iowa policy makers
develop a thoroughly analyzed comprehensive energy policy for Iowa's
future needs.

 Some of the elements the energy policy should include are:  1)
least-cost energy regulatory authority for the Iowa Utilities Board so
that power providers are not building generation facilities or buying
power on the open market that would result in inordinately high prices
for the consumer;  2) an expanded commitment to renewable energy sources
so that Iowa can retain more of our energy dollars in the state, create
jobs and income for Iowans, and help improve our air and water quality;
3) new generation facilities should be required to have the cleanest
possible emissions; 4) existing generation facilities should be updated
to current emission standards, those that cannot should be replace with
clean and efficient facilities; 5) the least amount of harm to the
environment and outdoor recreation facilities should be a prime
consideration for any new plant siting or transmission line corridors;
6) the public should be a full participant in the decision making
process regarding power generation; and 7) energy efficiency should be a
key component.
