I believe the Fish and Wildlife Trust Fund was protected by an amendment to
the Iowa Constitution passed during the term of Governor Branstad.  I think
it passed with about 80% approval, so it can be done.

The road use tax (on sales of motor vehicles) also goes into a special fund,
but since this is a "bricks and mortar" fund, it is not nearly as likely to
be raided as a fund that does something to protect the environment.
