Not sure I understand the drift of your question...assuming Stevešs email
and my alert, both indicate that the bill is bad. The first three Sections
are not necessary and are detrimental, and sections 4 & 5 are OK or
necessary...[a task force and funding.]
So my alert is the message guide.
Hope this is clearer.
