Well, now the Governor has surprised us all!
In my lifetime, (including 26 years at the Capitol) I have never noticed any
Governor calling a Special Session without an agreement worked out ahead of
time as to the issues to be dealt with and most of the details on those
issues. That is why most sessions are only a day or two in length.
This Special Session may surprise us all by being several days, or by
adjourning in a few hours. But clearly, there is no agreement on agenda, and
no agreement on additional budget spending.
Is this an opportunity? Perhaps, and we will all be assessing that in the
next few days.
More as developments happen.
