The Loess Hills Alliance Bill Passed the Senate yesterday with 2 changes:
the 30 year limit on conservation easements was eliminated and "7 additional
voting members who shall be persons with experience inthe fields of
environmental affairs, conservation,finance,development,tourism, or related
fields,and who should be appointed by the authority" were added to the
Alliance.

The AP reports today that an coalition of environmentalist,barge interests,
farmers and researchers produced an amditious 10 year $1.1 biilion plan to
reduce waterway pollution in the Upper Mississippi river region.The proposal
was put together by theResources Studies Center of Winona.. It offers
payments to farmers who voluntarily change practices. Promises of funding
from the states in the watershed  will be required before the proposal will
be passed by Congress.

 Also we should have members to contact the governor at
[log in to unmask] to ask him to veto Hf 476 the Farmland
Condemnation       Act because of it prevents  condemning land for
recreational trails.
