Yes, redemption centers have been a part of the bottle bill coalition that
Iowa Sierra Club belongs to. Yes, redemption centers have helped lobby for
expansion of the existing bill. The reason the increase for handling is
important is that this is the same penny that has been in place since the
bottle bill was passed. Certainly, the cost of living has gone up in those
20+ years. There has been a concern that if there is not an increase for
the handling, that some redemption centers will go out of business -- this
penny is how they pay their rent and pay their help. If more of these
centers go out of business, there will be fewer places for consumers to
return their bottles and cans. At the recent meetings to review the rules,
there was obvious friction between the redemption centers and those who
oppose expansion of the bill (remember, expansion was not part of the
purpose of the rules review, but the undercurrent was there.)
