DNR APPOINTS FIELD OFFICE CHIEF, LIVESTOCK TEAM LEADERS

DES MOINES - The operations of DNR's environmental field offices, including
compliance and enforcement, are now under the supervision of Barbara Lynch,
the department announced today.

Lynch, 55, formerly head of the Spencer field office, was selected as the
acting bureau chief to assume the field office portion of Mike Murphy's
duties as he joins the office of general counsel and legal services under
DNR Director Jeff Vonk.

"My goal is to place more emphasis on field offices and help them achieve a
more hands-on, visible presence in local communities," Lynch said.

She has been the supervisor of the Spencer field office for the last 12
years and will continue in that role as well until the department completes
the formal hiring process to fill the bureau chief position.

Among Lynch's duties will be assisting in implementing the new livestock
bill.  She has worked in all environmental program areas during her 23 years
with the DNR, specializing in wastewater and the animal feeding operations
program. She had a lead role in developing the open feedlot program last
year.

Formerly a community college teacher in Nebraska, Lynch completed her
bachelor's and master's degrees at Drake University in Des Moines.

Reza Khosravi, and Robin Pruisner were appointed last week to lead the new
animal feeding operations section, replacing Wayne Gieselman, who is now the
administrator of the environmental protection division.  Because of the new
law and public concern, the DNR has created a new section to deal
specifically with livestock issues.

Khosravi, 53, will become the acting supervisor of the DNR animal feeding
operations staff who review construction permits and manure management
plans.

"As we face a number of urgent priorities, I plan for the section to issue
construction permits and approvals for manure management plans on time,
while analyzing the new law so that rules can be written and adopted within
the deadlines set by statute," Khosravi said.

Khosravi helped develop the open feedlot program last year.  As an
environmental engineer he has worked with livestock permits for the last
four years and with the water quality program.

Prior to his ten-year career with the DNR, Khosravi worked at Iowa State
University as a researcher and post doctoral in crop production and
physiology.  He received his master's degree and doctorate in agronomy from
Iowa State University.

Robin Pruisner, 32, was named as coordinator of rules development for the
new livestock bill.  She will also be the central contact person for general
questions relating to livestock and poultry issues.

"I plan to gather input from commodity groups, farmers, environmental
interests and DNR staff as we work to develop a master matrix, initiate a
nutrient management strategy, develop concrete standards, and develop a
workable, enforceable set of rules," she said.

Pruisner completed a series of Farm*A*Syst publications and served on the
Iowa open feedlot committee while working as a private consultant for two
and a half years.  She also worked for ISU Extension in the agribusiness
education program for two years before joining the DNR as a contract
employee a year ago.

As the Executive Director of the Iowa Independent Crop Consultants
Association, Pruisner provided continuing education for certified crop
advisers, coordinated meetings and spearheaded recruitment efforts. She has
a bachelor's degree in entomology and pest management from ISU.
