I worked on the waterfowl lead-shot issue back in the 1980s and went to a
number of hearings and meetings on that topic. I know that many
responsible hunters accepted and supported that ban. However, the meetings and
hearings I attended featured a lot of hunters who were not happy with the
proposed ban and said so, emphatically. I definitely remember attending at least
one hearing at which the supporters of the ban were far outnumbered by the
opponents.
And if I recall correctly (and I welcome corrections if I am wrong), the
state of Iowa tried to ban lead shot on state waterfowl hunting areas and
was unable to do so because of the significant opposition. Again, if I
recall correctly, lead shot was not banned on all waterfowl areas in Iowa until
the feds did it.
