Colleagues:

I apologize...I send this out and state it backwards.......that is
what I get for doing it while sitting in the House Lounge monitoring
the debate on the Odor Control Bill.e.
The message should be as re-stated below.
Lyle

This is a scorecard issue.

HF 2692 was introduced on Monday by the Majority and Minority Leaders
of the Iowa Housed. It includes the issues, from earlier bills, that
are needed for Iowa to be in compliance for the de-delagation issue.
In addition the leadership added the Manure Stockpiling Bill that DNR,
IEC and Sierra Club have been working to get defeated or amended. Lots
of pressure was placed on the members of the House Agriculture
Committee.

The following Committee Members voted AGAINST the Kuhn Amendment,
which would have removed the Manure Stockpiling issue from HF2692 in
House Agriculture Committee yesterday:

Dolores Mertz (D, District 8), Chair
Jack Drake (R, District 57), Ranking Member
Mark Davitt (D, District 74)
Betty De Boef (R, District 76)
Cecil Dolecheck (R, District 96)
Elesha Gayman (D, District 84)
Sandy Greiner (R, District 89)
Dan Huseman (R, District 53)
Steven Olson (R, District 83)
Henry Rayhons (R, District 11)
Mike Reasoner (D, District 95)
Nathan Reichert (D, District 80)
Doug Struyk (R, District 99)
Andrew Wenthe (D, District 18)
Gary Worthan (R, District 52)

A vote AGAINST would represent the Farm Bureau, Pork Producers’ and
AgriBusiness position.

The following Committee Members voted FOR the Kuhn Amendment, which
would have removed the Manure Stockpiling issue from HF2692 in House
Agriculture Committee yesterday:

John Whitaker (D, District 90), Vice Chair
Marcella Frevert (D, District 7)
Mark Kuhn (D, District 14)
Helen Miller (D, District 49)
Kurt Swaim (D, District 94)
Ray Zirkelbach (D, District 31)

A vote FOR would represent the Sierra Club, Local Control Coalition,
IFU, DNR and IEC position.

Leadership in the House has made this into a very difficult issue for
their members, just as with the Odor Control Bill, which was being
debated as I wrote this originally.
