THE STATE PROGRAM

The State Program exists to support the state government-level legislative and administrative lobbying work of Sierra Club Chapters. The State Program Director maintains primary contact with and provides direct services to chapter lobbyists -- full-time staff, part-time staff, contract lobbyists and lead volunteer state-level lobbyists.

Basic program services consist of:
* Networks. Building and nurturing networks among the members of the Club's State Lobby Corps AND between the State Lobby Corps and other Club entities with the objectives of facilitating information sharing on state issues, legislation and job skills as well as building a mutual support system among the state government-level lobbyists.
* Education. Providing for the ongoing education of the State Lobby Corps
-- both issue and skill training via regular email informational bulletins and organization of the annual State Lobby Colloquium.
* Legislative Counsel. Providing legislative bill review and advice. Offering model legislative language when possible.
* Grant Funding. Offering grant funding for state-level lobbying and related public education work by chapters.
* State/Federal Integration. Working to integrate state-level work and staff with related campaigns and staff at the federal level.
* Management Training. Seeking and developing ways to provide Nonprofit Management Training to the growing corps of Chapter (Staff) Directors as well as Fundraising Training to a growning number of chapter fundraising staff.
QUALIFICATIONS FOR STATE PROGRAM COUNCIL MEMBERS
Applicants must have a record of service with their chapter's state government-level lobbying program. In addition, it would be useful if applicants were familiar with State Program Services. Applicants must be Sierra Club members currently active with their local chapter.

LEADERSHIP COUNCIL RESPONSIBILITIES
