Urgent Action Needed!
To protect our ability to establish air quality rules for factory farms
There is a bill currently before the Iowa legislature that could stop us
from being able to create and enforce meaningful air quality rules for
factory farms.
The bill, Senate File (SF) 410, is designed to limit DNR's ability to
regulate air emissions from indoor sources. It says the DNR cannot require
construction permits for air emission sources and cannot specify any methods
a facility must use to reduce emissions.
Originally this bill contained language that excluded factory farms from
this protection. However, due to extensive lobbying efforts by the Farm
Bureau and others, the House Environmental Committee removed that language
in an effort to stop us from developing air quality rules for factory farms.
Though Representatives Pam Jochum and Dave Schrader both proposed amendments
to change this bill to protect DNR's ability to establish rules and regulate
air quality, the amendments both failed and the House passed the bill. SF
410 is now back in the Senate. It is likely that the bill will pass the
Senate in this current form. The bill will then go to the Governor.
If the Governor signs SF 410 in its present form, it would stop DNR from
developing air quality standards for factory farms.
We need to stop this bill from being signed.
