A broad coalition has been meeting to keep the bottle bill in place, but it
is under attack.

BOTTLE BILL UNDER ATTACK

The Iowa Grocery Industry Assn. is requesting its members to attend the
Iowa
2010 Town Meetings of the Governor's Strategic Planning Council.  They want
members to promote their program, "Cleaner and Greener Iowa" plan.

*       Their plan will convert 434,000 Iowans to residential curbside
recycling programs. (The cost to add additional personnel and equipment is
not factored in.  Who will pay?)

*       The Comprehensive Litter Plan will dramatically expand Iowa's Adopt
a Highway Program into county roadways, parks, bike trails, hiking trails,
and all common areas -- will there be enough volunteers?

*       The plan will provide a public-private partnership for the adoption
program where the private sector, through the retail grocery industry and
soft drink and beer industry, promote the adoption programs coordinated
through the Department of Natural Resources. (Will staffs of the grocers
and the soft drink and beer industries adopt county roadways, parks, bike
trails, hiking trails, and all common areas?  What happens when not enough
people volunteer?)

*        It would seem that a financial incentive to redeem containers is
the best
incentive of all to control litter.  The Grocery Assn. may say curbside
pickup is more comprehensive to control all litter.  The rebuttal is that
redemption is doing an excellect job (90%+ redeemed) and that we need to do
a better job on other forms of litter - not kill a program that works.)

The meetings again are from 7-9 pm at the following locations:

Iowa 2010 Town Meetings
Get involved in shaping Iowa's future by attending one of the Iowa 2010
town meetings.  During October and November a series of town meetings will
be held at locations statewide. At these town meetings citizens will have
the opportunity to with the Council and share their vision for the state in
the year 2010. Dates and locations are listed below. All meetings will be
held from 7:00 to 9:00 p.m.

A television special, "Is This the State of Our Future?", will be held on
Monday, October 25, 6:30-7 p.m. on KWWL, WQAD. KCCI, KMTV, KTVO, KIMT, KTIV
and all Iowa Public Television(IPT) stations.  An Interactive Town Meeting
will also be held on Monday, October 25, 7-8 pm, on all IPT stations..
People can participate at four Iowa Communication Network sites:  Hawkeye
Community College in Waterloo; Clarinda High School, Muscatine High School
and East High School in Sioux City.  You may also give feedback to the
Strategic Planning Council by the following methods:
1.  Call toll free and leave a message at 800-342-2010.
2.  E-mail  on the Council's website at http://www.iowa2010.state.ia.us,
then click on the "Get Involved" button, then "Your Feedback".
3.  Regular mail to Governor's Strategic Planning Council, 200 East Grand
Ave., Des Moines, IA  50309.

Also put a plug in for other issues of concern that are beneficial to
Iowa's future - water quality, natural resources protection, non-game
funding etc.  or things that aren't so positive - loss of habitat, urban &
rural sprawl, livestock confinements/waste disposal in sensitive areas,
etc.
