 Iowa Bills supported or opposed by Sierra Club

SF 117(Lundby)       These bills mandate an
increasing              House Study Bill 119
percentage of IowaÕs Energy
 be renewable-from 2% now to 10% in 2010
SUPPORT-but needs to be strengthened by removing
cogeneration facilities that burn garbage as renewable
from the Iowa Code and  providing for Energy
Conservation programs.

SF 136(Connolly) provides for contracts between
schools and energy providers that give schools cost
savings in return for energy conservation measures.
SUPPORT

SF 91 requires the state to purchase energy efficient
vehicles. SUPPORT

HF 258 (Fallon & Carroll) Land Management Planning
Act- requires metropolitan counties and the cities
within to file strategic plans with a state board that
conserve natural resources and prime agricultural land
and encourage compact development or  and provides
rewards for complying and penalties for failing to
comply with locally chosen strategic plans. SUPPORT
but we would like to see a representative of the
environmental committee on the State board.

HF 108(Lukan et. al.) establishes an idemnity fund for
farmers whose crops have been contaminated by
neighborÕs genetically engineered crops.OPPOSE in
present form.
This bills charges corn and soybean producers a tax on
their crop to pay for the fund.
We believe the fund should be paid by a tax on
genetically engineered seeds. Also the
payout limit of $250,000 is too low.

HF 147 requires Genetically engineered seed to be
labeled as such. SUPPORT

HF 128  permits the condemnation of agricultural land
for recreational trails.Support

HF 7 bans commercial logging in State Parks. SUPPORT
but would like strengthened to include County parks.

HF 281 enable Municipal sewage treatment plants to
SF 187 discharge into newly designated
 cold water steams until the Environmental Protection
Commission adopts scientifically sound methods for
defining cold water streams. OPPOSE This bill is
designed to prevent Garnavillo from having to update
its sewage plant because of the
upgrade of Upper Cedar Creek to a cold water stream.

HF 188-Enables the Natural Resource Commission to open
a Mourning Dove Season(or any other bird hunted in
other states) without legislative approval. OPPOSE

HF186 establishes a moratorium on new large Confined
Animal Feeding Operations(CAFOS) until air regulations
take effect in 2004 SUPPORT
