Support HF 488. The Land Management Planning Act is
sponsored by Representatives Ed Fallon and Danny
Carroll.

* Countywide strategic development plans are required
in ten counties: Pottawatamie, Woodbury, Polk, Dallas,
Warren, Blackhawk, Johnson, Linn, Scott and Dubuque.
* Goals of the plans include:
A.ΚΚΚ Encourage a pattern of compact development.
B.ΚΚΚΚ Promote redevelopment of existing urban areas.
C.ΚΚΚ Promote the economic health of the entire
region.
D.ΚΚΚ Provide for a variety of housing choices.
E.ΚΚΚΚ Conserve natural resource areas and
environmentally sensitive land.
F.ΚΚΚΚ Preserve prime agricultural land.
G.ΚΚΚ Protect private property rights.
H.ΚΚΚ Provide municipal services concurrently with
development.
* HF 488 is modeled after legislation passed in
Tennessee in 1998, which received national recognition
as a progressive, visionary approach to controlling
urban sprawl, protecting farmland and conserving
natural areas.
