On May 23, 2007, Governor Culver signed the Power Fund Policy Bill (HF
918) into law, establishing the Office of Energy Independence.  The
Office of the Energy Independence will, among other things: 1)
Coordinate administration of the Iowa Power Fund; 2)  Coordinate
existing state and federal energy policy programs; 3) Pursue new
research investment funds from public and private sources; 4) Establish
renewable energy performance measures; and 5) Develop an Iowa Energy
Independence Plan.

The Department of Natural Resources' Hiring Team is assisting Roya
Stanley, Director of the Office of Energy Independence, in filling three
positions.  Attached please find job postings for the Chief Operating
Officer and the Executive Secretary.  Both of these positions are exempt
from the merit system.  A third position, a Program Planner 3, is still
in the process of being established.  Once it has been finalized, a
posting will be circulated.

OFFICE OF ENERGY INDEPENDENCE

Position Title: Executive Officer 4
Vacancy 2880BR

Location:  Lucas State Office Building

Pay: $2,683.20 - $3,820.00 bi-weekly (Pay Grade 38)
Hours: 8:00 AM - 4:30 PM*

JOB DESCRIPTION:  This position serves as the chief operating officer for 
the Office of Energy Independence to ensure service delivery that is timely, 
accurate and meets customer needs and legislative mandates.
Direct the day to day management of the office, including directing 
activities of other staff members, with minimal guidance from the Director 
of the Office of Energy Independence and the Iowa Power Fund.  Develop the 
plan and the detailed timetable for the activities of the office as required 
by legislation and as developed under the guidance of the Director and the 
Iowa Power Fund Board.  Implement these activities including, but not 
limited to: finalizing the rules for the Iowa Power Fund, organizing board 
meetings for the Iowa Power Fund board, completing a report for the 
legislature, and completing the energy plan.  Work collaboratively with the 
Director and designees from other state agencies on these work products.

The deputy will coordinate all aspects of the office, including financial 
management, development of requests for proposals, development and 
administration of contracts for recipients of the Iowa Power Fund Awards and 
services for which contracts are required, supervision of research 
activities, and leadership of a staff team engaged in various aspects of the 
office.  Represent, on occasion and with the guidance of the Director, the 
interests of OEI in complex discussions and negotiations with various 
influential groups and organizations.

Provide primary leadership in the management and oversight of the 
development of: identification of policy options and development of 
implementation strategy.  Design, develop and administer contracts to 
facilitate research and report on the environmental and economic impacts of 
various strategic options for the state's energy plan and for the 
investments of the Iowa Power Fund.  Responsible for assuring achievement of 
investment goals and the timely completion of both research and 
commercialization activities under the power fund.  Serve as the key project 
and policy advisor to the administration and Director.  Responsible for the 
completion of project goals and objectives and submission of reports as 
required by state law.

Responsible for the overall financial administration of $100 million in 
state investment for the Iowa Power Fund.  Implement Power Fund Board 
direction for major budget expenditures, including contracts. .Direct 
outside purchase of services for OEI as needed.  Ensure adherence to all 
financial policies, procedures and activities.  Complete and submit 
financial reports are required.  Develop and monitor the budget of the 
Office of Energy Independence and the Power Fund.

Represent the administration and the Director in all aspects of the Office. 
Take a leadership role in engaging public and private groups and 
organizations in developing public policy options to address and promote 
insurance coverage.  Promote and facilitate dialogue and consensus on 
complex and controversial issues with diverse interests

Abilities and Skills: Ability to function as the director in his/her absence 
and successfully apply managerial skills.  Ability to function in a primary 
policy-making capacity to manage available resources to accomplish the goals 
of the Office.  Broad knowledge base of energy related programs and 
policies.  Ability to communicate effectively verbally and in writing with 
all affected parties, including legislators, governor's office staff, 
constituents, staff and management personnel.  Ability to use creativity and 
flexibility in problem resolution.  Ability to foster and promote a sense of 
organizational teamwork.  Ability to work independently with consistent 
results and minimal supervision; ability to analyze organizational and 
operational problems and develop timely and economical solutions; ability to 
plan, organize, and effectively supervise the work of a subordinate staff; 
knowledge of the principles, techniques and trends of public administration, 
including financial management, labor relations and other resource 
management; ability to establish program objectives or performance goals and 
assess progress toward their achievement; ability to read and interpret 
complex federal and state laws, rules and regulations; capacity to adjust to 
change, work pressures or difficult situations without undue stress; ability 
to use PC based software at a moderate to advanced level.  Must display high 
standards of ethical conduct.  Position is a full-time position which 
requires regular attendance, the ability to accommodate lengthy work hours 
without notice and the ability to travel as necessary.*

experience and special requirements, or an acceptable combination thereof,

JOB DESCRIPTION:  The newly created Office of Energy Independence has an 
opening for an Executive Secretary.  Responsible for providing complex and 
highly sensitive administrative support services for the Director.  Duties 
include but are not limited to preparation and handling of confidential 
information and material; development and maintenance of data bases and 
other tracking tools to monitor progress toward achievement of agency goals 
relative to energy independence, budgetary, management and personnel issues; 
scheduling appointments, coordinating meetings and maintaining the 
Director's calendar, handling, sorting and distributing incoming and 
outgoing mail, such that controversial, sensitive or critical communication 
is handled effectively and efficiently; photocopying and distributing 
information to staff within the agency and outside the agency; the provision 
of word processing services of a complex nature; responding directly to 
incoming calls as needed and returning calls at the request of the Director; 
developing and maintaining electronic and paper files; making travel 
arrangements, including out-of-state travel requests, preparing mileage 
claims and claim vouchers as needed; assisting with time sheets.

Handles complaints and requests for information/assistance from the news 
media, legislature, government officials and interested groups/citizens; 
conducts special studies, investigates operational problems and prepares 
findings, including recommendations.  Responsible for establishing a data 
base for tracking complaints and their resolution and communicating 
information to the appropriate staff for corrective action and opportunities 
for agency improvement.
Recording secretary for the Power Fund Board and Power Fund Due Diligence 
Committee at regular meetings, as well as any special meetings.  This 
includes the preparation of the agenda, compilation of agenda material, 
timely mailing of agenda materials to the Commttee members, transcription 
and distribution of meeting minutes, maintenance of permanent records of 
Committee minutes and a cross index file.

Abilities and Skills: Knowledge of government, private and public 
organizations, legislators, and special interest groups and their working 
relationships with the department; broad knowledge-base of policies and 
office procedures; ability to deal effectively with the news media and a 
diverse customer base of citizenry and business interests on sensitive and 
controversial issues; ability to establish and maintain effective working 
relationships with the Governor's Office, legislators, management, other 
staff within the organization, and other state agencies; ability to use PC 
based software at an advanced level; i.e., Word, Excel, and Access; 
excellent organizational skills; excellent written and oral communication 
skills; ability to manage multiple priorities simultaneously; ability to 
gather, assemble and analyze facts, draw conclusions and develop solutions 
to organizational/program problems; capacity to adjust to change, work 
pressures or difficult situations without undue stress; ability to work 
independently; must demonstrate initiative, a customer service and team 
orientation, and display high standards of ethical conduct, including the 
ability to maintain confidentiality and handle sensitive material and issues 
appropriately; position is a full-time position and as such, requires
