Tere are 6 bottle bills introduced in the State
legislature this session.
The Sierra Club prefers HF 172 introduced by Rep.
Shoutz and its companion bill in the Senate SF 329,
however Hf 69 introduced by Rep. Grundberg and its
companion bill in the Senate SF 97 are acceptable .
Unfortunately the two bills most likely to pass the
committees and reach the floor are SF 194 by Sen.
Bartz and House Study Bill 142 by Rep. Brunkhorst.
Their bills take the returned bottles and cans out of
the grocery store and require us to take them to a
redemption center( which the DNR will run with the
deposit money) of which most counties will only have
one(more populous counties will have more).The more
inconvenient the system, the lower the redemption
rate.
As a result the Sierra Club opposes SF 194 and HSB 142
in their present form.
There are two Land Use bills that the Club feels would
alleviate Urban Sprawl. Rep. Fallon's HF 273 and Sen.
Mckeans SF 173. We would like the restrictions applied
to growth in prime agriculture land applied to all
agricultural land but we like the many references to
preserving natural areas. These bills would replace
the State Development Co. with a Land Management Board
and require each County to develop a Strategic
Development Plan for the next 20 years.
