The DNR announced several rulemaking processes at the Environmental
Protection Commission meeting on June 16th.  Here is one that may be of interest to
Sierra Club members.

Amendment to Chapter 90-93: To expand the possible uses of the Water
Pollution Control State Revolving Fund program to projects involving nonpoint sources
of pollution.  The significant changes being proposed would, if adopted:
       -provide for financial assistance for nonpoint source water pollution
control projects
       -consolidate and update the administration requirements for municipal
point source water pollution control projects
       -provide the criteria for rating and ranking of both point source and
nonpoint source water pollution control facilities
       -allow the use of four set asides to target state revolving fund money
to nonpoint source water pollution control projects: livestock water quality
facilities; local water protection projects; onsite wastewater treatment
systems; and general nonpoint source control projects
       -allow the use of linked deposits and a pass through loan as
mechanisms to provide financial assistance to nonpoint source control projects
       -remove references to the defunct wastewater construction grants
program

There will be three public hearings at which persons may present their views
either orally or in writing.  At the hearing, persons will be asked to give
their names and addresses for the record and to confine their remarks to the
subject of the amendments.  The hearings will be held as follows:
