 I. President Carter Weighs in on the Arctic Wildlife Refuge

 Former President Jimmy Carter sent a letter to President Clinton on April
9,
 encouraging him to support permanent protection for the Arctic Refuge
Coastal
 Plain.  In his letter, President Carter stated that "the Arctic Refuge
coastal
 plain will remain imperiled until it is permanently protected."  He told
 Clinton that he views the historic protection of Alaskan parks and refuges
as
 "one of the most important and enduring achievements of my presidency."
He
 went on to praise President Clinton's resolve in standing up for the
 environment in past budget battles and encouraged him to be more
outspoken.

 Mr. Carter reminded President Clinton that last year's Morris K. Udall
 Wilderness Bill, which would permanently protect the Arctic Wildlife
Refuge as
 Wilderness, had more support in Congress then ever before.  The Arctic
Refuge
 is not just spectacular scenery, but is home to wildlife that depends on
its
 unique environment for survival. As Mr. Carter said in closing his letter,
 "The Arctic Refuge is one place that should not be left vulnerable to a
 changing of the political guard".

 Mr. Carter also commended President Clinton on his Lands Legacy Initiative
and
 other efforts to protect wilderness in National Parks.
