Good point about Nussle providing some political comfort for Leach on
final passage. Another thing to consider is that if Nussle runs for
Governor, and I assume he will, then having done some back-scratching for
Leach on the Arctic should help secure active support from Leach. (I seem
to recall that Leach was a considerably less-than-vociferous supporter of
Lightfoot, for example.)
