HF 380 is absent from this list.  HF 380 deals with siting criteria and
methodology for siting CAFOs.  It calls for higher statewide evironmental
standards, would establish a risk-based-siting-criteria (RBCA) model for
assessing potential risks of any proposed site and county boards that would
apply the model and score the applications.  The local boards would have
primary authority, but not final responsibility, for granting or denying siting
decisions.  (This issue has been emerging as a sticking point for county
supervisors, sanitarians, et al., who are facing more political heat from both
sides than they're comfortable with.)  DNR would be the final court of appeal.
380 would do away with the automatic tax credit for constructing manure lagoons
and would substitute credits for constructing effective pollution-reduction or
abatement technologies.

The Governor is hopeful that HF 380 will become a discussion vehicle--check it
out, please.
