Attached is the letter in final form as it was given to the Governor and was
distributed yesterday to Senators.

The subcommittee met Tuesday, and yesterday, and will meet today at 8:30 to
actually decide what to do with the bill. We are actually hearing that this
bill is near death in the Senate Commerce Committee, as of late last
evening.
