The DMR article referred to by Jo Hudson was a very informative one on this
subject.
Keep in mind in particular, there is very little Iowa can do to stop
out-of-state garbage from being dumped in Iowa landfills, because, of all
things, it is regualted federally as 'interstate commerce'.
Go figure!
