ALERT: Please email or call your State Senator and State Representative
about the following bills. Tell them the bill is an egregious response to
the air quality issue around Concentrated Animal Feeding Operations [CAFOs].

This is the issue of Hydrogen Sulfide and Ammonia emissions, which are the
prime components of the odor problem and which create serious health threats
to people who breathe...and who are at risk of respiratory health problems.

The bills attempt to:

    1. Remove the DNR authority to promulgate standards for pollutants for
which the federal EPA does not have standards...i.e., mercury and sulfur
dioxide, as two prime examples. [Section 1 of the bills.]

    2. Sets the hydrogen sulfide standard at significantly higher than twice
that recommended by the DNR last year...or by the most recent research done
by the Federal HHS, ATSDR bureau, for the World Health Organization.

    3. Sets the ammonia standard at significantly higher than twice what the
DNR recommended last year...and for far longer term exposures.

In the Senate the bill number is S.F. 2267, on the Calendar, and in the
House, the number is H.F. 2523 on the Calendar. They are companion bills.

These bills can be debated anytime soon, we do not know precisely when as
yet, so your quick response will help to slow them or stop them. Whatever
you send to your legisalators, please also send to the Governor as we will
likely have to depend on him to veto this legislation.

This bill is a serious threat to the DNR's ability to protect the public
health of all people, and especially all people who live in proximity to
CAFOs.
