Hi everyone,

Probably you heard this already, but on Tuesday Governor Culver signed the bill regulating liquid manure applications in winter. On principle, it's bad for the legislature to circumvent DNR rule-making, but then again, the bill turned out to be better than the DNR rules would have been in many respects.

Culver also vetoed a section of the agriculture and natural resources appropriations bill that would have delayed for another year the implementation of the bill on septic tank inspections, which passed during the 2008 session. More details here:
