I agree. My experience is that the fund is run like an insurance company. They make every effort not to pay.

Thanks for bringing this to our attention. The underground storage tank ( UST) issue has been one I follow. There are two components to the program; the fund and the clean up. The fund is an independent board that has control of the cleanup money  and the clean up is the environmental rules and regulations done by the DNR. It is my belief that the board is more interested in managing money than giving it out for cleanups. 

The governor is correct when he says that funds are raided. 

The most powerful interest group on this issue is Casey's and the board.  Even though some of Casey's USTs are insured by an insurance company some are self insured by Casy's. Any time there is an UST issue before the Environmental Protection Commission Casy's is there.  The DNR under the Culver administration did try to increase their influence regarding the use of funds and go nowhere with the state legislature. I believe the legislature listens to the board more then it does the DNR.

The governor said he has challenged Paul Trombino III, the director of the state Department of Transportation (DOT), to eliminate duplications, find efficiencies and identify administrative savings that would be the equivalent of 2 cents of fuel tax, or about $50 million. He also wants to end the diversion of a penny worth of gas tax revenue from the state road use tax fund to deal with leaky underground storage tanks – saying much of the tank problem has been addressed and he is concerned the money is becoming “a slush fund” that legislators are using for purposes not road related.


“I think we need to look at that first before turning to these other alternatives,” Branstad said before and during his WHO-AM radio call-in show. “These are some of the things that we can do up front before we ever look at raising the fuel tax.”
