Sierrans, Friends - Caucus-goers:

Here are several more resolutions to present at your caucus.  Sierra Club
works in cooperation with many organizations across the state and we have
supported these resolutions in the past.

No matter what political party caucus you will participate in, no matter
which candidate you will support, the following issues are offered for your
support. Indeed we ask that you print them off take them to your caucus, and
offer one or all of them for consideration by your friends and neighbors.
You very likely will find others there who also have received them from one
or another organization supporting them.

You may offer and have adopted the entire resolution, or present the
resolution adopting only the therefore clauses. Feel free to adapt them to
your local situation.

Our objective, of course, is to have the resolutions adopted in as many
precincts as possible in both political parties. If you are unable to go,
feel free to pass it on to someone you know who will go and might be willing
to offer them.

No matter which party you are, no matter which candidate you support, we
commend these resolutions to you and your neighbors. Together we can create
good jobs and a clean environment for our families, for our children and for
all Americans. Your leadership will help to develop your party platform, and
do just that!

WATER QUALITY

WHEREAS, more than thirty years after the signing of the Clean Water Act,
Iowa's water quality still poses threats to human and environmental health,
due to lax enforcement, weak state laws, and inadequate programs.

WHEREAS, the two greatest causes of impairment to Iowa's rivers, lakes, and
streams are sediment and nutrients, but the state has no water quality
standards for sediment or nutrients.

WHEREAS, only 17% of all river and stream miles in Iowa are actually
protected for aquatic life with numerical standards.  The remaining 83% are
simply listed as "general" and receive only narrative protection, which in
practice translates to almost no protection at all.

WHEREAS, no Concentrated Animal Feeding Operations (CAFOs) in Iowa have
NPDES discharge permits, even though federal law clearly defines large CAFOs
as point sources subject to permit control.

THEREFORE, BE IT RESOLVED THAT (THIS BODY) SUPPORT: Full enforcement of the
Clean Water Act in Iowa; implementation of the Clean Water Act's goal of
zero discharge to surface waters from CAFOs; implementation of
antidegradation rules, including designation of deserving waters as
"Outstanding Resource Waters," putting them off-limits to all future
pollution; and implementation of a fish consumption advisory program.

Bottle Bill

We support legislation to expand the list of beverage containers which are
covered under Iowa's Bottle Bill (the beverage container control laws in
Iowa Code Chapter 455C) to include, tea, water, fruit or vegetable drinks,
sports drinks, and other non-carbonated beverages excluding milk; also to
increase the handling fee paid to those who provide redemption services from
one cent per container to at least two cents per container.

Resource Enhancement and Protection (REAP)

The future of our quality of life in Iowa requires State leadership and
citizen stewardship to protect and enhance outdoor recreation opportunities,
natural resource assets, cultural and historical heritage.  We therefore
request that the ___________ Party support full funding of the Resource
Enhancement and Protection (REAP) program at $20 million in FY 05 from the
Environmental First Fund, comprised of state revenue from gaming receipts.

Resolution Opposing the Iowa Artificial Rain Forest ("Iowa
Environmental/Educational Project")

Whereas: the "Iowa Environmental / Educational Project," formerly known as
"Iowa Child," would cost $180 million, directly and indirectly depriving
other more worthy projects of necessary funds;

Whereas: it is alien to the present Iowa landscape and would distract people
from caring for our endangered native prairies, savannas, and wetlands;

Whereas: it is a tourist attraction of uncertain educational and
environmental value;

And whereas: it is unlikely to attract the 1.1 to 1.5 million visitors per
year that are necessary to sustain it;

the voters of this Precinct call on all our local, state, and national
elected officials to oppose the appropriation of any public funds for the
building of the "Iowa Environmental / Educational Project."
