Dave Osterburg would be a good starting point.  He worked for Vilsack for a
while on energy issues.  He also has a think tank involved with these issues.
 A couple of years ago, he gave a presentation at the annual dinner for the
Iowa Chapter of Sierra Club related to your questions.
