In Nebraska the T and E list is the same as Federal list. It was caused the
destruction of many a good virgin eastern tallgrass prairie to road
construction.
My question is since the ESA does not effect private land (plants) how is
the elimination of the state T and E list going to make it easier
for  business to expand.
