Please take five minutes to compose an email comment to the South Dakota Dept of Environment and Natural Resources on the revised air permit they issued to Hyperion $10 billion refinery. See sample comments below.  Deadline is april 1.
Do NOT identify yourself as a Sierra member.
They are already discounting our comments because Sierra Club/South Dakota is already a partner in the legal proceedings to stop the issuance of the permit.

Ignoring calls for an Environmental Impact Statement, Hyperion says they plan to start construction this year.

Besides the sample comments below, your interest in this refinery is based on your work to protect the native prairies of the Loess Hills and restore health to the Missouri River.  I will be including in my comment the following:


Despite notice from the Iowa Dept of Natural Resources, you have not assessed the air pollution threats to our most important native prairie remnants.  Broken Kettle Grassland, our largest preserved prairie,  is within 10 miles of this industrial project.  you continue to ignore the effects on the ambient air quality in Sioux City, 30 miles downwind of the refinery and power plant.

At a time when the Army Corps of Engineers and the Fish and Wildlife Service are working to save the endangered pallid sturgeon and other native fish species, the $10 billion Hyperion refiney project threatens any recovery and restoration efforts on the Missouri River. 10 to 12 million gallons a day will be diverted and 3 million gallons of effluent a day will be returned to the Missouri River basin. An EIS is provided for in South Dakota and federal law; your department's rush in issuing this pre-construction PSD permit is a sign that you have pre-judged debate on the threats to the Missouri River and its tributary, specifically the Big Sioux River.

Subject: Hyperion comments on air permit needed!!

Hello.

This is urgent!  Please submit your comments about the air permit for the proposed Hyperion oil refinery ASAP.
Comments must be received by the South Dakota Department of Environment and Natural Resources  (DENR) by April 1st.  Your letter can be brief, you can send it via email, and it can focus on the following points:

-The permit does not adequately address greenhouse gas emissions.
-Ask why carbon capture is no longer a central aspect of the Hyperion air pollution plan after Hyperion supporters promoted its use for three years.
-Hyperion’s first air permit was significantly flawed, and because the permit requires significant revisions it should be vacated and a new air permit process should be started.
-It is a mistake for the State of South Dakota to not require that an Environmental Impact Statement be written for the Hyperion project. The public needs broader and better information about this large project.  Without requiring an Environmental Impact Statement, the State of South Dakota is falling short in its responsibilities to adequately inform the citizens of South Dakota, as well as residents in the region around the proposed Hyperion refinery, about the impacts of this major proposal.
