 Here are some thoughts about the State of Texas while George W. has been
at the helm for 5 years.  Does anyone know how Iowa ranks on these?

 Texas is 50th in spending for teachers salaries.

 49th in spending for the environment.

 49th for the Arts.

 48th for parks and recreation.

 47th for delivery of social services.

 46th for police protection.

 45th for public libraries.

 42nd for child-support collections.

 32nd for higher education.

 But to be fair Texas was near the top on some things:

 Texas ranks 5th in births to teenage mothers.
 (45th in supplying prenatal care)

 Ranks 5th in the percentage of population living in poverty.

 Ranks number 2 for highest per-capita prison population.

 Ranks number 1 in air and water pollution.

 Conclusion:
 With Treasury of $6.7 billion dollars in surplus, and Bush having been
Governor for 5 years, Texas ranks 50 out of 50 in spending
 per capita in the nation.
