Sioux City wants to opt out of the recycling of yard waste.  They are
considering a contract which will take ALL solid waste (yard waste and
other trash) and landfill it in Nebraska.  

Is this legal?  I will be checking with the Nebraska Chapter because I
do not know how they have developed regulations on reducing what goes
into landfills.

Any advice would be appreciated.
