There are 8 democratic Senators(including Nelson-NE,Landrieu-LA,Bayh-IN and both Arkansas Senators)
and 25 Republican senators that oppose putting carbon cap and trade provisions in next years budget so it couldn't be filibustered.

Hot summer on tap: Senate to tackle climate, energy bill

President Barack Obama's gambit to revolutionize America's energy industry and control climate change could live or die this summer.

Senate Majority Leader Harry Reid plans to roll three major pieces of legislation into one and bring it to a vote before the August recess.

The bill would require reductions in greenhouse gas emissions, require utilities to use increasing amounts of renewable electricity and streamline the approval process for high-voltage transmission lines. Any one of those is fraught with controversy.
