CORPS PERFORMANCE MEASURES*
The Corps of Engineers' Charleston District office recently held a
conference in Greenville, SC. According to a CWN member organization,
during this event it was reported that the Corps' Headquarters office is
now "grading" the district offices based on how quickly they issue
permits. Corps staff also indicated that some funding (from
headquarters) may be dependent on how well the district office performs
- measured by speed of permitting.
As such, the Charleston District is taking steps to streamline their
permitting process. One of the methods being implemented to speed things
along is cutting the public comment period from 30 days to 15 days.
Since public notices rarely contain all the information to effectively
evaluate a permit application, the public often has to make numerous
time consuming calls to obtain the needed information. We are
interested in learning if other district Corps offices are cutting the
length of time the public has to comment on permits. If you have
