NEW FEES AND PLAN UPDATES REQUIRED
FOR LIVESTOCK  AND POULTRY

DES MOINES - Beginning in 2003, an estimated 3,000 to 4,000 Iowa livestock
and poultry producers will pay new fees that will enable the DNR to work
more with them on compliance with environmental rules. These livestock
producers will also begin filing new, annual updates for their manure
management plans.

As part of the comprehensive livestock law passed by the legislature last
year, the DNR will collect two new fees for manure management plans: a $250
fee for new plans, and a fee for the annual update of an existing manure
management plan. That annual update fee is based on the size of the
livestock operation. For example a 2,500-head hog finishing site would pay
about $150.  Both fees are expected to pay for additional environmental
compliance work on livestock.

Previous to the new livestock law, a one-time manure management plan was
required. The new law now requires producers to submit annual updates of
those plans to the DNR.

Manure management plans are required for all confinement feeding operations:
- that were constructed or expanded after May 31, 1985, unless it's a small
animal feeding operation of less than 500 animal units (e.g. 1,250,
250-pound hogs)
- that must apply for a construction permit, and
- out-of-state operations that apply manure in Iowa, unless it's a small
animal feeding operation.
