The word may was used in the explanation. This explanation comes at the 
end of the bill. The word shall is used in the language of the bill. I 
just got done reading the bill and realized the cause of the 
miscommunication. The results of this public hearing can have as much of 
an impact on the DNR as any public comment period. The bill does not 
force counties to participate in the matrix process.
