Wally is not surprised, perhaps because he knows something about how  
Vilsack pandered to MidAmerican and Alliant behind the scenes at IUB,  
bypassing staff and board oversight to secure them and other IOUs all  
sorts of little goodies.  Tom Vilsack earned this political payback  
the good old fashion political way.  This appointment also puts him in  
corporate IOU networks nationwide, which suggests to me that he's  
running for Secretary of Energy/Commerce in the Clinton-Obama  
administration.
