I regret to remind us that since 1991, the "public benefits test" for
chartering corporations has ceased to exist. Congress struck it from the
US Code, agreeing with Milton Friedman and the so-called "Chicago School"
of laissez-faire economists, declared that the sole benefit of business
incorporation is to maximize profits and return on investments.
