There are two state revolving funds.  One for drinking water and one for clean water.  These funds provide low-interest loans to communities who need the funds for infrastructure or other improvements.  Currently, with the WQS rulemaking under way, SRF is one of the options communities would have to make the improvements that will be required when the rules pass.

That's the quick answer.  Here's a link to the DNR's website for more information about each fund.
