Rate-regulated utilities in Iowa (Alliant and MidAmerican) are required by
the Iowa Utilities Board to provide net metering to renewablt energy sources,
e.g, wind generators. But Rural Electric Coops (RECs) are not regulated by
the IUB.

If a case I have on appeal to the Iowa Supreme Court right now is affirmed,
RECs will also be required to provide net metering.

With regard to the wind amendment you are supporting, it should include a
requirement that RECs be regulated by the IUB.
