The DNR is proposing to amend Chapter 65 of the Iowa Administrative Code,
"Animal Feeding Operations."  The proposed amendments implement an interim
matrix as required in the new CAFO legislation, SF 2293.  The interim matrix
is to be applied by the DNR until the master matrix is implemented on March
1, 2003.  The interim matrix would be added as one of the requisites to
obtain a construction permit.  In applying the interim matrix, points are
awarded based on separation distances in excess of minimum requirements and a
successful applicant is required to obtain at least 100 points.

and to confine their remarks to the subject of the proposed amendment.
