Say the words "energy efficiency" and most people think of changing their light bulbs or insulating their house. But increasing Iowa's energy efficiency is also one of the Legislature's best opportunities to give our state a competitive business advantage.

We need to look closely at energy efficiency because Iowa is facing new terrain in the energy sector. Analysts generally agree that rising energy costs are not a temporary aberration, and the new presidential administration has made greenhouse-gas regulation a priority. We can no longer throw up expensive new fossil-fuel power plants and expect that the economy and everyday consumers can take the hit. We need smarter solutions.
