This looks like too much of a smoke screen to get really excited about.
There isn't anything in the bill about setting standards or enforcement of
those standards. Once again, the legislature is creating a group to simply
gather more data that they can ignore. Hate to sound like a pessimist, but
this bill just doesn't seem to DO much.
