It might've been slipped into the legislation by Farm Bureau when we
weren't looking--probably because we were distracted by battles over
phosphorus standards, artificially lowered water tables, air quality
sampling, and gobs of other things.

I wonder if counties that find the annual provision annoying could
petition for a rule change that would allow them to adopt the matrix on a
five-year basis?
